Winnie Tsang - Chair
Winnie Tsang is a business strategist with over 15 years of experience enabling growth and innovation in the technology, media, telecommunications, and healthcare sectors. She is passionate about finding cross-sector solutions that bring together public, private, and not-for-profit organizations towards win-win innovations that better serve vulnerable populations.
She holds a business degree from the Richard Ivey School of Business at Western University and an EMBA from the Rotman School of Management at the University of Toronto, specializing in Health Care and Life Sciences.
Eric Ngai - Vice-Chair
Grace K. Lee - Vice-Chair
Grace K. Lee has been a pioneering advocate for mental health awareness in the Korean community, dedicating over a decade to this cause and collaborating with professionals, governments, and community leaders. With 20+ years of experience in finance, Grace holds a CFP designation and several other industry certifications, including PFP, CSC, Life Insurance, and Real Estate licenses. She is also a member of the Canadian Association of Gift Planning (CAGP). Grace earned her Master of Higher Education from the University of Toronto and a B.A. in Sociology from Western University. She also chairs the Education Committee for the Peaceful Unification Advisory Council, under the leadership of the South Korean President.
Gina Daya - Treasurer
For the past 30 years, Gina Daya has brought her passion and dedication to delivering value to mission-driven organizations in the not-for-profit and healthcare sectors. She has provided executive-level governance and oversight of financial planning, budgeting, reporting, HR, and accounting operations and controls. She hopes to bring my expertise to supporting HF Care.

Delia Pan - Director
Delia Pan is a marketing executive with over 21 years of experience driving profitable growth in the consumer package goods and telecommunications industries. She believes in being customer-centric and in building collaborative, high-performing teams to create value for all stakeholders. She is also passionate about Inclusion and Diversity in the community and actively supports people’s growth through mentorship and coaching. She holds an MBA from the Richard Ivey School of Business at Western University and has held the CPA and CMA designations for 16 years. She became a Certified Leadership Coach in 2022.
Gillian Gray - Director
Gillian Gray is a Registered Social Worker and innovative mental health leader with experience developing and managing community mental health programs in Toronto. She has worked in the mental health sector for over 10 years in a variety of capacities – community programming, public education, research, and policy. She is passionate about trauma-informed mental health care and is a trained Compassion Fatigue Educator who educates, supports, and empowers helping professionals working in trauma exposed environments. Gillian holds a BSc in Behavioural Neuroscience from McMaster University and an MSW from the University of Toronto. As a new board member in 2021, Gillian is honored to serve as a supporter of culturally competent care. As a mental health provider, she has witnessed the positive and transformative impact that HF Care’s services have on individuals and families.
Hillson Tse - Director
Hillson Tse is a trial lawyer at RGZ Law practicing in criminal and regulatory defence. In his legal practice, he has assisted many clients who have struggled with mental health and has seen the value of HF Care services in supporting vulnerable members of our community. Prior to his legal career, Hillson worked for the United Nations Development Programme in China, served as the Senior Editor of the Canadian Journal of Human Rights, and has over 6 years of volunteer and work experience with children and youth in at-risk communities.
Kien Nam Luu - Director
Dr. Kien Nam Luu (劉建南) is a proud Chinese Canadian. He is strongly committed to social justice advocacy. As an educator, he has contributed to education systems in various capacities, including as a teacher, vice principal, principal, superintendent of education, and university instructor in Ontario and Hong Kong.
Kien Nam strives to nurture collaborative professionalism with communities to build solidarity and take action against systemic and colonial structures that prevent marginalized communities from achieving representation, voice, and agency.
Qian (Julie) Li - Director
Qian Li immigrated to Canada in 1997, bringing with her a diverse perspective and a drive for success. Prior to joining Environment and Climate Change Canada (ECCC) in 2002, she spent five years in the IT industry, gaining valuable experience that adds a unique dimension to her professional journey. Embarking on her career at ECCC, Qian holds a Bachelor of Science in Geophysics from Peking University and a Master of Science in Atmospheric Physics from the Chinese Academy of Meteorological Sciences. Her academic achievements are complemented by a dynamic background in both meteorology and information technology. Outside her professional pursuits, Qian demonstrated her commitment to community involvement by serving as the Vice President of the Board of Directors for the Peking University Alumni Association of Canada from 2016 to 2023.
In 2019, Qian actively participated in the HF Care Mandarin Community Mental Health Ambassador training, sparking a profound dedication to the promotion of mental health within the Chinese Mandarin community and beyond.
Victor Kim - Director
Victor Kim is a litigation lawyer who provides counsel in all areas of employment and labour law. He assists startups and established businesses in a range of industries, including the automotive, construction and infrastructure sectors. He provides guidance on the management of unionized and non-unionized workforces, with a particular focus on advising contractors of all sizes on their relationships with Ontario’s construction trade unions.
Yan Wang - Director
Yan Wang is a strategic business leader with over a decade of experience driving customer growth and digital innovation across financial services, insurance, and telecommunications. She has led large-scale digital transformation initiatives and scaled businesses through customer-centric strategies and data-driven marketing. Passionate about inclusive leadership and community impact, Yan brings a unique blend of strategic insight, customer-first thinking, inclusive leadership, and a deep commitment to service to HF Care. She is proud to contribute to HF Care’s mission to promote wellness and inclusion within Asian communities.
